FEDERAL JUDGES - APPOINTMENT, SUPERVISION, AND REMOVAL - SOME POSSIBILITIES UNDER THE CONSTITUTION
Abstract
This article is the last of a series pointing out faults in the organization of the federal bench, and proposing changes to correct them. Briefly, the changes proposed are as follows: (1) Judicial appointment of district and circuit judges; (2) Judicial supervision of district and circuit judges; (3) Judicial removal of unfit district and circuit judges. To each concrete proposal one paper is devoted. As to each, the writer undertakes to show that the change proposed is desirable, and is possible without constitutional amendment.
