PUBLIC UTILITIES-EFFECT OF A CHANGE IN RATES UPON A CONTRACT UNDER WHICH BENEFIT HAS BEEN CONFERRED
Abstract
The power of the state to change rates charged by public utilities when rates have already been fixed by contract has been questioned frequently in recent years. From the mass of decisions, often not entirely harmonious, the principle that the state may raise such rates without impairment of contract rights seems definitely to have emerged.
