Abstract

During the reign of Richard II, England was in an unusual state of turmoil. The situation called for drastic remedies and they appeared in the form of decrees by the king's Chancellor. Under the guise of protecting property, the Chancellor exercised jurisdiction over all sorts of criminal acts. With the gradual return to normal conditions, this jurisdiction became unnecessary and unpopular and by the end of the fifteenth century had practically died out.
