Abstract

Based on a paper delivered by Professor Edwards at a Conference on "Labor Relations in the Public Sector" sponsored by California Continuing Education at the Bar, October 30 1971.

Before I start I will solicit your empathy. Consider my plight when asked to deliver a seemingly indigestible luncheon address entitled - "An Overview of the "Meet and Confer" States - Where are We Going?". Upon reflection, however, I decided that the conference planners should not be taken literally, but rather, that they had, with malice aforethought, probably assigned a nebulous topic in order to save you from the unappetizing task of having to digest an overly definitive legal subject along with your lunch, and at the same time to give me license to engage in a bit of free-wheeling prognostication.
